Why Pavan Agarwal Treated Mortgage Regulation as a Design Advantage

Sun West CEO Pavan Agarwal explains how AngelAi uses deterministic AI, traceability and auditability to reshape mortgage lending.

Federal, state, and county rules change constantly, and they all apply to the same mortgage file at once. Regulators usually treat compliance as a cost of doing business. Pavan Agarwal aimed his technology at the rules themselves.

Agarwal leads Sun West Mortgage Company, Inc. (NMLS 3277) and created AngelAi®, the platform the company now runs on. He wrote his first loan underwriting program in 1983 and his first AI program in 1985. He did the manual version of nearly every job the platform now automates.

He chose the hardest market on purpose. Agarwal describes U.S. mortgage lending as the most complex and most heavily regulated credit market in the world. A system built to satisfy that rulebook can later adapt to a lighter one.

“You cannot just slap AI onto an existing workflow,” he said.

A general-purpose, probabilistic model can return two different answers to the same question. That variation is harmless in a draft email but unacceptable in an income calculation.

The company reports more than $40 billion in consumer finance funded, more than 210,000 loans closed, more than 500,000 families helped into homes, and more than 140 patents.

Agarwal’s advice to other executives starts with what not to do. Leaders should not delegate their AI strategy to the IT department and hope for the best.

The technology only mattered if a grandmother who had never turned on a PC could complete a full home-financing process just by talking to it. The platform passed. It converses in more than 100 languages and serves borrowers with credit scores as low as 500. Fast Company honored the AngelAi user experience with a 2025 Innovation by Design Award.

Hari Agarwal founded Sun West in 1980 and kept meticulous handwritten loan ledgers. His guiding question became his son’s standard.

“Ask yourself if you would lend them the money and, if you would, how would you want to be treated as a customer?”

Pavan became CEO in 2008, at the height of the financial crisis. He saw exclusion in lending as a data problem, not an education problem.

“Everyone should have fair and unbiased access to financial security,” he said.
