Andre Balazs is nearly set to proceed with renovations to the Standard East Village (f.k.a. the Cooper Square Hotel) after the local community board approved his proposals at a meeting the other night. The hotelier (The Standard, The Mercer) quietly took over the Bowery property last fall and, as usual, volume levels were the main concern of neighbors.
