    Florida's property insurance market is undergoing its most significant positive structural shift in a decade — driven by tort reform and improving reinsurance availability, not by weather relief.

    Seventeen new homeowners insurers entered the Florida market, 83 rate-decrease filings take effect January 2026, and the tri-county average rate reduction is approximately 13.4%.

    The reductions are meaningful but uneven — direct oceanfront buildings and pre-2000 construction see smaller reductions than the market average.
